Public bug reported:

Prerequisites: A system update must be available to download and
install.

Steps to reproduce:

1. Open the Updates panel.
2. When the download starts, click on Pause after a few seconds. Ensure that it 
changes to 'Resume'
3. Go back using the 'Back' button
4. Open the Updates panel again.
5. Check the text of the button.

Expected result:

The button says resume and the download is not running

Actual results:

The button says Pause, but the download does not appear to be running.
