You're right, this happens because the package index was synced before the
packages, this is actually quite common with some mirrors.
I'm closing this bug as invalid, since the issue was solved but there's
no ubuntu package involved, but i think if you still believe this should
be solved once for all, creating a blueprint to improve the repository
mirroring mechanisms and/or file priorities would be the way to go, but
that's just me.
