The root cause here is my misunderstanding of my initial request. What
I'm encountering is when the mouse scroll wheel is used in certain
places, it swiches through different windows on the same workspace.
Unfortunately, unchecking "Use the mouse wheel on the desktop to switch
workspaces" doesn't help me with this. I've re-written the Bug
Description to reflect this.

  uses the touchpad to scroll down a window in a browser or document, it
  doesn't start switching through windows randomly.
