Thank you for taking the time to report this bug and trying to help make
Ubuntu better. However, reporting a bug against Octave is almost
certainly the wrong way to report "issues with many apps". A better
choice might have been Unity if that's the desktop environment you are
using.
Nevertheless, I will take some time to look at your problem and try to
at least help you figure out how and where to properly report this, and
make sure that it actually is not a problem in Octave.
As a first step, can you provide one or more screenshots, either of a
particular application like Octave or Gvim or of your entire desktop
with applications running, that show the problems that you are
describing with menus and title bars?
