Hi Steven, thanks for noticing this. Now that you mention it, I remember consolidating two separate patches for this feature, noticing this difference, and erring on the side of safety. If the extra bits are needed then I erred on the wrong side.
If you'd like to create and test and post a debdiff please do so, and I'll push the package and push a patch upstream.
