I noticed that the problem only exists when the unity plugin is active.
Searching for related problems, I found this

I changed the settings for the "Change Layout" shortcut keys from
"Shift + Shift_L" to "Alt + Alt GR" and it worked right away.
I could reproduce it using a guest account, so I am converting this back to a
bug.
I now have an esay workaround. Just have to memorize another shortcut.
