Turning bluetooth off by default would seriously annoy users with
bluetooth mice and keyboards but turning it off if you don't have these
devices is quite easy.

While the attack surface of an unconfigured bluetooth is small, the
paranoid among us can use the rfkill switches that are common on most
hardware devices to ensure bluetooth isn't enabled before uninstalling
the software.
