Progress!!! I have purged the kubuntu updates ppa with "sudo ppa-purge ppa:kubuntu-ppa/ppa", and the problem was gone - locales are installing without errors, and everything is back to normal. It seems that the package "kde-l10n-bg" was causing the problem in my case - even with ppa:kubuntu-ppa/ppa enabled, if I downgrade only this package to the version from the official repositories the problem is gone after restart.
