I used to have the same issue. Last week I updated "managed=true" in /etc/NetworkManager/NetworkManager.conf (to fix a seemingly unrelated wifi connection issue), and the suspend/resume problem disappears. If you also use the Network Manager applet (which is the default on Ubuntu), I suggest you try this fix.
