shows that it is the libvirtd profile that doesn't have the correct
permissions (profile="/usr/sbin/libvirtd"). It sounds like
/etc/apparmor.d/usr.sbin.libvirtd did not get updated on upgrade. Can
you attach the output of:

$ cat /etc/apparmor.d/usr.sbin.libvirtd
