I'm not sure this is a bug. I get the same sort of behaviour in Inkscape with all my other printers.
Inkscape has a File->Document Properties menu where you can set paper size options. Inkscape is a bit special here, since it represents the printed page in the drawing area, and so manipulating these options would cause the WYSIWYG-ness of its interface to break.
