The thing is, this error in and of itself is not a problem, it's just traces of what NetworkManager is doing, to start dnsmasq on boot. The fact that this message is showing is not a bug.
However, if you don't get nameservers properly set (ie. Firefox or Chrome can't resolve web addresses), then I'd like you to please file your own bug so we can get to the bottom of it. Use 'ubuntu-bug network- manager' to do so, so all the necessary information will be there to debug the problems. This isn't an issue with dnsmasq itself or dnsmasq-base (the latter being more likely the package installed on your system).
