It is this line:
 grub-editenv /boot/grub/grubenv unset recordfail
When you boot, the grub loader writes into the grubenv file that the system 
start failed.
When the system is started, this flag is removed.

If the flag is not removed, there will be no countdown to select the
default entry on the next reboot. Perhaps you do not see it if you have
a single boot system.
