I'm not sure why you encountered this bug. The libpango-1.0-0 package
in trusty already has a Conflicts against plymouth:
Package: libpango-1.0-0
Version: 1.36.3-1ubuntu1
Conflicts: plymouth (<< 0.8.8-0ubuntu7)
(and a conflicts is even stronger than a breaks - and is required here
to ensure the incompatible initramfs hook is never unpacked on the
system at the same time).
So I don't see how your system could have been in a state where this
error would happen.
