This is not a bug nor a change in behavior, but rather something which
the DAC driver in libvirt has always done. So long as libvirt is
running as root, as it does by default - and must be doing in order
to change the file ownership to root on VM shutdown - it should be
able to run the domain again.
Could you please add the line
loglevel = 1
to the file /etc/libvirt/libvirtd.conf, run
sudo stop libvirt-bin; sudo start libvirt-bin
Then re-try running the domain, and then attach the files
/var/log/libvirt/libvirtd.log and /var/log/libvirt/qemu/<vm_name>.log
to this bug.
