Thanks for confirming, we are seeing the same behavior. I think this is
actually a bug in the rxvt package in Ubuntu and not a bug in rlwrap.
The attached C program is a minimal example that queries the size of the
controlling terminal in the same way that rlwrap does. Running this
program in rxvt shows that the size is reported incorrectly until the
terminal is resized at least once with the mouse.
