I got the same here, right click on image in shutter and "open with" is
greyed out.
Using fresh install of shutter 0.90.1 on Sabayon (14.02, I think, but
few updates since, none since installing shutter) and kde 4.13.2.
Tried the info found in the faq #2 (uupdate-desktop-database), though
this question isn't quite the problem (no apps showing under "open
with"), and no surprise, didn't work.
Either it's a different bug, or, more likely, not an ubuntu one but a
shutter one.
