Please read my comment #3 again. The rsyslog systemd unit does *not*
support reload, for the reason documented in
/usr/share/doc/rsyslog/NEWS.Debian.gz. ‘service rsyslog reload’ fails
with an error. We need to fix the command to ‘service rsyslog rotate’ to
perform the action that you describe.
