Public bug reported:
Drag a file and try to drop it in any launcher icon. After drop the
item, specific application window focused and nothing happen.
Expected output:
1. If there are multiple window under a launcher icon then spread mode should
enable.
2. If there is one window then specific window should focus (and unminimized).
