I also initially thought it was a duplicate but I did the following test:
- Generate a crash file
- Reboot to ensure whoopsie grabs the crash file and uploads it
- After upload (.uploaded file is created) find the OOPS id from 
/var/log/syslog and compare with the output of GetIdentifier

For https://errors.ubuntu.com/oops/5946fd34-08d6-11e4-b04b-fa163e4aaad4 for 
example the SysId is:
a2f5...9f81

And the SysId returned by GetIdentifier is:
40a5...7a94
