I tried both. If I change the locale in my existing installation to simplified Chinese, all Chinese text is displayed correctly. (fonts-droid installed and language-selector-common updated to the Utopic version.)
I also installed Kubuntu 14.04 with German locale in a virtual machine and applied all updates.
