i dont see any sort of explanation as to why a dependency is not appropriate. I 
see
a.) stgraber agreeing that there should be a dependency

why is it not possible to do the right thing?

Why couldn't whatever logic is used to decide "should I install flash-
kernel" instead be used at runtime?
