I didn't have any problems with libmng upgrading from 12.04 LTS to 14.04
LTS. I unfortunately don't know the language the bug report is written
in (Spanish, I think), but the key lines from
VarLogDistupgradeTermlog.gz are

A desempaquetar o libmng1 substituto ...

(--unpack):
arquivo tar do sistema de ficheiros corrompido - arquivo de paquete corrompido
I think that's saying it ran into corruption unpacking the .deb.
Probably bad RAM or disk on the submitter's machine.
If there ever was a problem with libmng1_1.0.9, it's probably gone in
the current version.
