In the time since I reported this bug I have come to suspect that it is
a design flaw in the Unity interface as implemented in 14.04. The flaw
is this: there are no enforced standards for what appears where in a
window title bar, resulting in the inability to move the control boxes
in the more rebellious windows. It appears that Canonical's solution to
this is to disable the capability rather than tighten up the window
title bar standards.

Another factor that dashes hope for fixing this issue is what appears to
be an utter fascination by Canonical's leadership with unconventional
ideas. That's great for innovation, but is rank poison for an end user
production environment. Consider the chaos that would result if some
automotive manufacturers violated conventional practice by transposing
the gas and brake pedals just because it could be done and then refused
to allow the driver to set up the more customary pedal arrangement.

Are needless changes like this advancements, or are they just putting
metric monkey wrenches into the toolbox of life?
