Was able to boot with upstart and then reinstalled cgmanager successfully. Indeed can't boot with the systemd option any more. When booting with upstart see a cgmanager message flash by. Here is the contents of the cgmanager.log file;

Removed the card (now max out on USB ports) and able create a startup memory stick.
