The fact that the tsadi appears would suggest to me that the package was probably installed. Wouldn't it be very strange to have only SOME of the Hebrew letters installed? In any case, like I said, Firefox renders the chupchik correctly, so it's probably a KHTML/Konqueror bug.
But let's say, for the sake of argument, that I didn't have this package installed. There are two problems with that. (1) Besides filing a bug report, I wouldn't have known to install it. That sounds like a general usability bug then. (2) Since some Hebrew letters appear correctly, then one would be erroneously lead to believe that Hebrew support was in fact already installed, due to the inconsistency.
