Public bug reported:

When one installs Ubuntu wlanpassword, where available, is asked before the 
keymap is set.
This presents problems for non us keyboard and results in no network 
connectivity during setup.
Unexperienced or non tech users may even get stuck at this point cursing ubuntu 
for not being able to write the proper characters and dismiss it.
Keymap should been set first.
