Same problem here. Ubuntu Gnome 14.04. 'it' (default) and 'en' layout available. Sometimes the keyboad changes from 'it' on reboot, sometimes during normal use. Keyboard layout indicator on top panel states that 'it' is still selected. Temporary workaround: select 'en' than 'it' again. Keyboard layout became 'it' again, but it sometimes switches again to a different layout. Will try prevously mentioned workarounds.
