Don't Do That Then.
This is operating as designed. The .deb file contains an archive which
contains an instance of the system's root directory, which will
overwrite the permissions of the specified target directory when using
dpkg-deb --extract. You shouldn't extract directly into /tmp; specify a
subdirectory and all will be well.
