The "GiffGaff" virtual operator's access point data used to
automatically provisioned in earlier images, but it is not anymore.

Previously, oFono used to look up two distinct data sources:
 1. The MBPI database 
/usr/share/mobile-broadband-provider-info/serviceproviders.xml
 2. The Android access point database /system/etc/apns-conf.xml
The MBPI lookup needed to be removed, see detailed reasoning in bug 1324157 and 
bug 1315509.

This needs to be solved by adding the "GiffGaff" details to apns-
conf.xml in our Android build.
