Public bug reported:

Hi,

long-pressing shift enables CAPS mode to type long series of upper-case
letters. Unfortunately, this is gets disabled when switching to
numerals. This makes it impractical to enter a long WiFi passphrase
containing a mix of upper-case letters and numerals.

I can see it would be more useful to keep CAPS enabled when switching
back and forth between numerals and letters and can't think of a case
where it's hurtful.

Cheers,
