This seems fixed now, at least in utopic, but most likely in 14.04 as
well:
$ sudo udevd --daemon
$ ps aux|grep udevd
root 13116 1.0 0.0 43388 3484 ? Ss 12:09 0:00 udevd --daemon
$ sudo ls -l /proc/13116/fd/
lrwx------ 1 root root 64 Aug 5 12:10 0 -> /dev/null
lrwx------ 1 root root 64 Aug 5 12:10 1 -> /dev/null
lrwx------ 1 root root 64 Aug 5 12:10 2 -> /dev/null
Same for the systemd-udevd instances that get run by the system udevd.
