Agreed -- compared with icons in the Dash, they're about the same
distance horizontally, but much closer vertically.

Furthermore, the spacing in "Personal" looks okay while the spacing in
"System" is much too cramped. This seems to be because "Personal"
happens to contain a two-line label, "Language & Text", with nothing
below it, while all the "System" category labels have a single line.

So I think the solution here is to provide space for two lines of label
on every row, even if the row uses only one line.
