To reproduce start an LXDE session with one monitor then go into arandr
and have your monitors in a setup where there is one monitor over
another so moving the mouse on one montior to the top goes to the top
monitor and on the bottom of the top goes to the bottom monitor. The
context menu showing desktop preferences works for the top monitor. On
the bottom monitor there is a small area about 5 pixels tall that shows
what might be a menu but then is cut off from view.

I expected to get what happens when you normally right click on pcmanfm with
the desktop.
Instead I got a small cut off menu on the bottom of the second monitor
and could not change the wallpaper on this monitor.
