Public bug reported:

I'm using Ubuntu 14.10 dev with apt 1.0.4ubuntu6 and if /var/cache gets
emptied apt doesn't recreate in all cases the missing directories for
example with the command "apt-get clean". Here is an example output:

root@ubuntu:~# apt-get clean
root@ubuntu:~# rm -fr /var/cache/*
root@ubuntu:~# apt-get clean

** Affects: apt (Ubuntu)
     Importance: Undecided
         Status: New
