This method works for me:

1. remove then reinstall ibus:
sudo apt-get purge ibus
sudo apt-get install ibus

2. install missing components:
open "language support" *it will automatically check if there is anything 
missing from your already installed languages
install missing components following the instructions

3. install components that happened to be deleted when you removed ibus:
open Synaptic Package Manager
Install following components: 
    ibus-table 
    ubuntu-desktop 
    unity-control-center 
    unity-control-center-signon 
    webaccounts-extension-common 
    xul-ext-webaccounts

Pretty sure there are better ways to do it. I'm not familiar with those
command line stuff lol.
