I tried recreating this upgrade failure using your
VarLogDistupgradeAptclonesystemstate.tar.gz file and could not.  Its
likely that there was a connectivity issue to your mirror (although my
upgrade with the same mirror got further) when you were trying to
upgrade. I'd try using another mirror and see if it succeeds.

One thing of note as a developer is that my new cache size was larger
than the yours after the update.
