I recreated this bug by allowing the release-upgrader (trusty.tar.gz) to
download and then disabling my network connection.  We then see the
following in VarLogDistupgradeMainlog.txt:

http://es.archive.ubuntu.com/ubuntu/dists/saucy-proposed/universe/binary-i386/Packages
  Cannot initiate the connection to es.archive.ubuntu.com:80 (91.189.91.14). -

, E:Some index files failed to download. They have been ignored, or old ones

It seems to me that if doUpdate() failed completely the upgrade process
should stop.
