Confirmed as per duplicate report #1350910; as suggested there, I flashed new BIOS to F.28 without any improvement; the changelog [1] does not mention anything display-related either. (The flash BIOS utility can be run in Windows (on any computer) to create USB flash, which can be used in the Linux machine to update the BIOS, without depending on the OS.)
I confirm that installing fglrx or fglrx-updates (which was previously, when trusty first came, freezing the system at boot-time IIRC) works around the issue.
