I forgot to add, this also occurs with context menus.  Basically, if the
width of the menu won't fit between where I click and the right-edge of
the first display, the entire menu appears on the second display.

I just noticed that this bug may be a dupe of #295192, although it
describes the situation with the monitors reversed.  When I have Firefox
on my second (right) display, everything functions normally.
