Public bug reported:
When I change the language from the system settings (in "Language & Text >
Display language") only the system settings app itself changes language
immediately.
If I go back to the shell, it is still in the previous language, and any app I
launch is also launches in the previous language.
I need to reboot the device for the rest of the system to appear in the
language i selected in system settings.
