Public bug reported:

Booting up a wiped phone today through the welcome wizard I had
forgotten to reinsert my SIM card, and thus I saw the

"Add a SIM Card" before continuing page. I experienced two points of
confusion:

1. The language implies that after I add a SIM card I should be able to 
continue but the only button I saw was skip (no greyed out continue button).
2. After adding a SIM card I waited for something to happen, a notification 
that I now had one, a continue button to appear, but nothing did, so I ended up 
skipping and rebooting.

Not sure if the reboot is required as a hardware/firmware limitation or
some such but if so the language on the screen should be changed so
users do not become confused or frustrated waiting on this page.
