Public bug reported:
Desktop settings gives option to move dialogue to other workspaces to
set seperate wallpapers where more than one desktop exists.
The option also appears WHEN 1 desktop exists, also alludes to moving
dialogue to do so.
Infobar should not appear if desktop=1 and/or when the move dialogue is
impossible due to settings in xfwm4-tweaks-settings
