The fix for bug LP: #1328556 is now publiclly available.
The solution for this bug is to upgrade to the latest irqbalance package
in Trusty and follow the instruction in the previous comment.
I am marking this bug as Invalid, since the solution does not require a
bug to be fixed, but a configuration file to be updated.
