If I either blacklist nouveau or remove the xserver-xorg-video-nouveau package then everything works as expected with the current xserver-xorg-video-intel package. This also *seems* to make restarts & shutdowns more reliable & makes going to a tty not be liable to cause some sort of looping kernel panic (happens about 40% of the time with nouveau package installed & not blacklisted
