I'm also affected by this bug:
Epson Perfection 3490 Photo

as regular user (member of "scanner" group):
$ sane-find-scanner
[...]
could not open USB device 0x1d6b/0x0002 at 010:001: Access denied (insufficient 
permissions)
found USB scanner (vendor=0x04b8 [EPSON], product=0x0122 [EPSON Scanner]) at 
libusb:001:002
could not open USB device 0x1d6b/0x0002 at 001:001: Access denied (insufficient 
permissions)
[...]
$ scanimage -L

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

$ls -l /dev/bus/usb/001/002
crw-rw-r--+ 1 root root 189, 1 Sep  7 21:15 /dev/bus/usb/001/002
Does this device correspond to my scanner?. Shouldn't it be owned by the 
scanner group? (But changing group ownership to scanner doesn't fix the 
scanimage -L issue.)

Before the update to 14.04, scanning worked just fine. It's a
regression.
