Included the proposed udev rule reported as rule 6 at #bug 1365336 as
file /etc/udev/rules.d/71-nvidia.rules
SUBSYSTEM=="drm", KERNEL=="card[0-9]*", ATTRS{vendor}=="0x10de",
DRIVERS=="nvidia", TAG+="master-of-seat"
After reboot no change. Startx results in a blank screen.
