Bug #1366231 ( ConnectionManager not being restored after FM disabled )
turned out to be a timing issue, and after checking list-modems again,
the ConnectionManager interface was re-created. There was some
conjecture that this bug could be similar, however I've confirmed that
if the properties aren't exposed the first time, they don't magically
show up at a later point.
