There are actually three separated issues discussed there. First one is the original reported problem where URfkill was not updating killswitch states properly. That has been fixed.
The second one is about the icon which actually is "nm-no-connection" which unfortunately looks like a wifi icon. Actually looking at spec it says that if there is no wifi nothing should be shown in the indicator, but that is not possible due to the fact that we might end up in a situation where there is no icons shown by the indicator and then you would not be able to pull down the indicator.
