That is the problem. 1. There is not even a hint about what you have to edit/do to get it working 2. You don't get to configure DokuWiki as you do with a new source install, it is already configured upon install of the package.
My proposition is to add something like: "You need to edit <some file> and replace <allow from X> with "allow from all" after you configure DokuWiki using the http://localhost/ address" to the package description or the configuration curses app that appears when you install DokuWiki (that app is debconf if I'm not mistaken, I don't want to seem right when I could be wrong).
